This doesn't require unlocked bootloader
I was having issues with android pie like i was not able to make carrier video calls etc. due to google duo integration into phone app.
So i needed to downgrade my phone from pie to earlier version of android oreo (before july 2018 security update)
Here is how i did it
Download Rollback WW 2.13B Android 8.1 April 2018 (B2N-213B-0-00WW-B05-update.zip)

Copy the downloaded file to your sd card and save it where u can easily access it.
Enable usb debugging
download adb drivers
Try installing it if its shows timestamp error and downgrading not possible then follow the instructions below:-
For going into fastboot mode, either press Power+Volume down or type adb reboot bootloader

First check active slot, by
going to fastboot mode and type fastboot getvar current-slot
Then change your active slot, type fastboot --set-active=a or fastboot --set-active=b according to your current slot.
Then go to recovery mode by pressing volume up+ power button
select sideload from sd card . Install the ota file downloaded from the first link. Restart your phone.
it will take some time to load for first time. But it will work
PS: Do a fresh install. I wiped all the data to factory mode then installed the OTA and i have successfully downgraded from Pie to oreo april 2018. See screenshot attached.
